About Us

Establishing ones own business is something most of us aspire to do in our lifetime. Success, however, mandates adequate self-sufficiency and empowerment to build and sustain a high quality of life.

Many Arizonans are unable to share in these benefits, particularly minorities and low-income families who often lack access to affordable credit.

PMHDC is committed to serving low-income people in rural Arizona through greater access to local capacity-building resources and affordable financial products.

OUR HISTORY

PPEP Microbusiness and Housing Development Corporation, Inc. (PMHDC) was incorporated as a non-profit corporation in Arizona in 1977 and as an affiliate of Portable Practical Education Preparation, Inc. (PPEP). PMHDC has a 23-year track record of providing services to the people of rural Arizona, especially low-income, Hispanics, Native Americans and farm workers. PMHDC is the largest provider of alternative housing and business financing in rural Arizona. PMHDC was certified as a Community Development Financial Institution (CDFI) by the U. S. Department of Treasury in 1996 and recertified in July, 2000.

Microlending - Arizona Style

Tucson’s PPEP finds a market niche helping fledgling entrepreneurs grow their businesses.

Frank Ballesteros feels like a modern-day Robin Hood. But instead of stealing from the rich, he borrows from the U.S. Small Business Administration and other financial institutions and lends to the working poor.

OUR MISSION
PMHDC builds communities of opportunity for all people, including low income persons – rural, youth, elderly, and migrant and seasonal farm workers through lending products, technical assistance, business services, housing and community development.

VISION STATEMENT
Building Communities of Opportunity for All People.

PMHDC vision is communities of opportunity for all people, especially the traditionally underserved where financial and educational assets can be easily accessed including technical and educational services, quality housing, community facilities, access to capital, and employment.

PMHDC believes that low and moderate-income people and communities are credit-worthy.

PMHDC believes that local access to affordable credit is a necessary antidote to poverty, economic disenfranchisement, and community economic stagnation and that efforts to overcome chronic poverty depend on both access to credit and resources for capacity-building by individuals and organizations.
